Agency Applications and Information

We are currently accepting applications for the 2012-2013 CFC campaign season.

The Northern New Jersey Combined Federal Campaign is open to any 501(c)3 Charitable Organization that can meet the qualifications set forth by the Office of Personnel Management (OPM).  The application period generally runs at the beginning of the year. If your organization is interested in participating in the campaign we suggest that you visit the Calendar of Events section beginning December to see if the new campaign dates have been determined for the 2012-2013 campaign season.

Additional dates for the 2012-2013 CFC campaign season have not been determined.  Please check the Calendar of Events often for additional information.

Please Note: WHEN SUBMITING THE APPLICATION FOR THE 2012/2013 CAMPAIGN PLEASE BE SURE TO USE THE CORRECT APPLICATION BECAUSE CHANGES MAY HAVE BEEN MADE TO THE 2012/2013 CFC APPLICATION.

Non-substantive changes to the form include:

  • References to the former IRS Form 990 format have been removed.  Changes were made to the instructions for preparation of the pro forma IRS Form 990 and the calculation of the administrative and fundraising rate.
  • The IRS Form 990 instructions include the guidance issued in CFC Memorandum 2010-5 (http://www.opm.gov/cfc/opmmemos/2010/2010-05.pdf)
  • Local independent organizations may now enter a service office address in the local and adjacent presence options of Statement #1.  An organization should only provide a service office address if its services are provided at a location that is different from the organization address on the cover page. The organization address will be used for coding purposes.

In order to qualify as a federation, you must submit at least 15 unduplicated and qualified member agencies along with your agency application. First time federations or those federations that did not qualify as a federation for the 2011 campaign must submit a COMPLETE application for every member agency being submitted with your 2012 application.  Please note that all agencies must submit their IRS letter of determination.  PLEASE NOTE: FEDERATIONS MUST COMPLETE THE 2012 CFC LOCAL FEDERATION MEMBER INFORMATION SPREADSHEET IN ITS ENTIRETY. THIS FORM MUST BE SUBMITTED ELECTRONICALLY AS WELL AS MANUALLY WITH OTHER REQUIRED ATTACHMENTS.

Charitable organizations that are not members of a federation or choose not to be affiliated with a federation may submit an unaffiliated agency application.  Agencies must complete the entire application and submit it by the deadline indicated.

OPM is not issuing a 2012 Family Support and Youth Activities (commonly referred to as Morale, Welfare and Recreation organizations or "MWR's") application.  These groups must follow the requirements outlined in the CFC regulations at 5 CFR 950.204(d) and CFC Memo 2011-01.  Additionally, the letter from the commander of the military installation must certify that the organization is a "Non-Appropriated Fund Instrumentality that supports the installation MWR/FSYA program." Each organization must also provide an Employer Identification Number (EIN) so that PCFOs can meet IRS Form 990 reporting requirements.
